MIS system implementation

Transelectrica S.A. is the Romanian National Power Grid Company, being the main transport and system operator of the national electricity system. Currently, Transelectrica has also responsibilities for managing the electricity market, for the interconnection with the national electricity grids of other countries and as a commercial and metering operator.

The Challenge

Transelectrica required an integrated MIS system designed to improve the management's decision making process by providing accurate and timely information.

The Project

The solution is based on the concept of independent, closely integrated, application systems, following three principles:

  • Openness - the possibility to develop a system according to new demands and its readiness to co-operate with other systems;
  • Scalability - the possibility to adjust the system's components according to various levels of information details, user requirements or to a wider range of system applications;
  • Flexibility - the possibility to adjust the system to future changes of organizational or functional structures.

The solution offered by S&T Romania in response to Transelectrica's requirements included the implementation of a financial and management system based on the ORACLE applications package (ORACLE Financial and ORACLE Purchasing) integrated with modules of Siveco Applications covering the HR and Payroll functionality. In order to support the different management levels with reporting and analysis capabilities the system was completed with Oracle Financial Analyzer. It also included a set of central servers from Fujitsu Siemens Computers for database and backup applications.

Using Oracle Applications, the entire activity of the financial, commercial and human resources departments becomes an activity based on procedures with clearly defined rules and on-line access to the information entered into the system.

The project is implemented using an overall project management methodology based on Prince II. This includes processes for planning and controlling, risk management, change control and configuration management which support the project team and help keeping the project on track. This is achieved by monitoring every aspect of the project, while maintaining a high-level view over the objectives of the project.
