Transelectrica

GIS system implementation

Transelectrica is the Romanian National Power Grid Company, being the main transport and system operator of the national electricity system. Currently, Transelectrica has also responsibilities for managing the electricity market, for the interconnection with the national electricity grids of other countries and as a commercial and metering operator.

The challenge

Transelectrica's main goal is the integration of its processes by implementing a GIS system that could cover all the operations of the technical departments of the company in 8 regions throughout Romania.

The final result was a unique system that could integrate all technical information of the company and its branches in one database. The implementation of the GIS had to improve the data integrity and decision-making.

The project

The proposed solution was based on some of the best products on the market: Intergraph package for the core GIS technology, Oracle database technology and hardware from Fujitsu Siemens Computers.

The Transelectrica GIS architecture is a centralized system for data storage and a distributed one for data access. It provides a complete workflow for the enterprise assets life cycles. The enterprise spatial and non-spatial data is maintained entirely in the same centralized enterprise database installed at the headquarters. The users from HQ and its branches can access and manage the information in the database according to their responsibilities and access rights.

The implementation of the GIS system is a complex activity that requires a high degree of experience and skills from the supplier. An integration project of this type requires strong project management skills together with the tools and procedures for managing all aspects of the implementation while minimizing project risks.

The project is implemented using an overall project management methodology based on Prince II. It includes processes for planning and controlling, risk management, control change and configuration management to support the project team and help with keeping the project on track. This is achieved by monitoring every aspect of the project while maintaining a general view on the overall objectives of the project.
